The recruitment to various services in the state is done by Himachal Pradesh Public Service Commission (HPPSC). There are following types of entrance tests:
Recruitment through examination followed by viva-voce: Through this method of recruitment the candidates are first to appear in the examination and thereafter, the qualified candidates are called for Viva-Voce. Merit list is prepared on the basis of written examination plus viva-voce and thereafter the candidates are selected on the basis of rank. The services for which such examinations are conducted are as under:
- Himachal Pradesh Administrative Services etc. Examination (HPAS)
- Himachal Pradesh Judicial Services (HPJS)
- State Forest Services (HFS)
- Forest Rangers
Recruitment through examination without viva-voce: Through this method of recruitment, the departmental candidates (in-service candidates) are put into examination for such posts as are received by the Commission from different Departments of State Government. The Examinations as being conducted by the Commission for various categories of posts are as under:
- State Accounts Services (O.B.) — S.A.S.-OB
- State Accounts Services (L.A.D.) — S.A.S.-L.A.D.
The candidates are selected on the basis of merit of written examination.
Recruitment through interview preceded by screening test: Wherever there is a large number of candidates for some posts the method of short-listing of candidates by conducting Screening Test is adopted and those who qualify in the screening test are called interview and candidates thereafter are selected on merit basis only.
Recruitment through interview without conducting screening test: Where the number of candidates is less in comparison to the number of posts available, the candidates are directly called for interview and selected on merit basis. Though details of the various examinations can be accessed from the website i.e. www.hp.gov.in some of the examinations have been discussed below to give a general overview.

Eligibility Criteria
- A candidate must be a citizen of India
- Minimum Educational Qualifications
- A candidate must possess a Bachelor’s Degree or its equivalent from a recognized University.
- A candidate who has appeared at an examination, the passing of which would render him eligible to appear at this examination but has not been informed of result, may apply for admission to the examination. A candidate, who intends to appear at such a qualifying examination, may also apply provided the qualifying examination is completed before the commencement of this examination. Such candidates will be admitted to the examination, if otherwise eligible, but the admission would be deemed to be provisional and subject to cancellation if they do not produce proof of having passed the examination as soon as possible and in any case not later than two months after the commencement of this examination, failing which their candidature shall automatically stand cancelled.
- Candidates who have passed the final professional M.B.B.S. or any other Medical Examination equivalent thereto but have not completed their internship by the time of submission of their application for the HAS etc. examination will be provisionally admitted to the examination provided they submit along with their applications a copy of certificate from the University/Institutions that they had passed the requisite final professional medical examination. In such cases, the candidates will be required to produce, at the time of their interview, original degree or a certificate from the concerned competent authority of the University/ Institutions that they had completed or requirement (including completion of internship) for the award of degree.
Age Limit: A candidate must have attained the age of 21 years and must not have attained the age of 35 years.
Scheme of Examination Preliminary Examination
- Initially, preliminary examination consisting of 02 papers based on objective type (multiple choices) questions on the following pattern will be held. Paper-I General Studies (Code No. 01). This paper shall be of 200 marks and there shall be 100 objective type (multiple- choice) questions. Paper-II Aptitude Test (Code No. 02). This paper shall be of 200 marks and in this paper there shall be 100 objective type (multiple choice) questions. The duration of Papers I and II (General Studies and Aptitude Test) will be two hours each.
- This preliminary examination will consist of two objective type papers (multiple choice questions) and carry a maximum of 400 marks.
Main Written
Examination Viva-Voce
NOTE: Marks obtained by the candidates in the (Preliminary) examination will not be counted for the purpose of final order of merit. However, marks obtained in the Main written examination as well as in the viva-voce test would determine their final merit for selection.
- Himachal Pradesh Forest Service (HPFS) (Assistant Conservator of Forests) Class-I
Gazetted Pay Scale:- Rs. 10300 – 34800 + 5000 G.P.
Age: 21 to 34 years.
Eligibility Criteria 1. A candidate must be a citizen of India. 2. Minimum Educational Qualifications (a) A candidate must possess a Bachelor’s Degree or its equivalent in Science or Engineering from a recognized University with at least one of the following subjects:- Agriculture, Botany, Chemistry, Computer Application/Science, Engineering(Agriculture/Chemical/Civil/Computer/Electrical/Electronics/Mechanical), Environmental Science, Forestry, Geology, Horticulture, Mathematics, Physics, Statistics, Veterinary Science,
Desirable Qualification:- The knowledge of customs, manners and dialects of Himachal Pradesh and suitability for appointment in the peculiar conditions prevailing in the State of Himachal Pradesh.
Physical Standard:-
Scheme of Examination: The written examination shall include three compulsory and two optional papers. All papers shall be of three hours duration.
The candidates who qualify in the Written Examination will be called for Physical Standard Test and then for Interview.
- Child Development Project Officer, Class-II
Gazetted Pay Scale:- Rs. 10300 – 34800/- + 4400/- (Grade Pay) Tehsil Welfare Officer, Class-II (Non-Gazetted)
Pay Scale:- Rs. 10300 – 34800/- + 4200/- (Grade Pay)
Essential Qualification:- Bachelor’s Degree in any discipline from a recognized University.
Desirable Qualification:- Knowledge of customs, manners and di- alects of Himachal Pradesh & suitability for appointment in the peculiar conditions prevailing in the Pradesh.
Age: Between 18 & 45 years.
Examination Screening Test:- Paper of 02 hours duration consisting of 120 marks (General Knowledge) (Objective type). The marks obtained by the candidates in the screening test will not be counted for determining their final order of merit.
Main written examination:-
Naib Tehsildar (‘A’ Class), Class-II (Gazetted) Pay band:- Rs. 10300 – 34800/- + 4800/- (Grade Pay)
Essential Qualification:- Graduate from a recognized University.
Desirable Qualification:- Knowledge of customs, manners and di- alects of Himachal Pradesh & suitability for appointment in the peculiar conditions prevailing in the Pradesh.
Age:- A candidate must have attained the age of 21 years and must not have attained the age of 45 years.
Scheme of Examination Screening Test:- Screening Test of two hours’ duration, will be con- ducted consisting of one paper of General Knowledge of 120 questions of multiple choice answers for short listing the candidates for the Main Examination. The marks obtained by the candidates in the screening test will not be counted for determining their final order of merit.
- Civil Judge (Jr. Div.)
(Pay scale Rs. 27,700-44,770)
Essential Qualifications:
- Candidate must be a holder of degree in Law as recognized by the Bar Council of India.
- A candidate must be a citizen of India.
Desirable Qualification: Knowledge of customs, manners and dialects, and suitability for appointment in the peculiar conditions prevailing in the State of Himachal Pradesh.
Age Limit: A candidate must have attained the age of 22 years but must not be more than 30 years of age.
Scheme of Examination Preliminary Examination: The preliminary examination shall be an objective type examination consisting of the following three papers of 100 marks each:-
- Civil Law-I
- Civil Law-II
- Criminal Law
Each paper shall be of one-hour duration and the examination in all the three papers shall be held on the same day.
Main (Narrative) Examination: Main Examination will be consisting of 05 papers as follow.
Minimum Qualifying Marks:
- No candidate shall be credited with any marks in any paper unless he obtains at least 45 per cent marks in that paper, except Hindi language paper (paper-V) in which candidate should obtain at least 33 per cent marks.
- No candidate shall be considered to have qualified the written test unless he obtains 50 percent marks in aggregate in all papers and at least 33 percent marks in language paper i. e. Hindi in Devnagiri script.
Viva-Voce: The maximum marks for the viva-voce shall be 100. The marks obtained in the viva-voce will be added to the marks obtained in the main written examination for purpose of selection of the candidates.
5. Clerk
(Pay Scale Rs. 7810/- p.m. consolidated fixed contractual amount.)
Essential Qualification
- Should have passed 10 + 2 examination or its equivalent
from a recognized Board of School Education/University.
- Should possess a minimum speed of 30 words per
minute in English typewriting or 25 words per minute in Hindi typewriting on computer.
- Should have the Knowledge of word processing in computer as prescribed by the recruiting authority.
Desirable Qualification
Knowledge of customs, manners and dialects of Himachal Pradesh and suitability for appointment considering the peculiar conditions prevailing in the state.
Age: A candidate must have attained the age of 18 years and must not have attained the age of 45 years. Selection is done through screening test/interview.
